Hello it a suggestion ... but i didn't thing the order of main menu is good ... i think we need to ordering by most importance for administrator not super admin. Global configuration at first isn't realy user friendly and commun use i propose -content -media -menu -user -extensions -system -help => move to top the most used thing in joomla what do you think ?

Agree.

In Horizontal Case - IMO most frequently used links should be in right side. while in Vertical case it should be at top.

FWIW the new menu will be an alteration of this proposal: https://github.com/joomla/joomla-cms/pull/15660

So we will keep the sidebar menu then? This means that we need to find a proper way server side to populate the submenu and get rid of the static call on the helper class.

maybe this https://github.com/joomla/40-backend-template/issues/440

So we will keep the sidebar menu then

Not sure what the decision is for that, IFRC @wilsonge and Marco had a sort chat for a possible solution (B/C) on the landing pages for each extension, so if that is viable then the sidebar will be removed. Better check this with George
