Missing Language constant value in admin menu if empty #417

Steps to reproduce the issue

  1. Login to Admin area
  2. Go to menus -> All menu items
  3. Select "Administrator" from drop-down
  4. It shows COM_LANGUAGES_MULTILANGSTATUS_NONE

Expected result

It should display a proper message.

Actual result

It shows - COM_LANGUAGES_MULTILANGSTATUS_NONE
