The Crowdin Enterprise system has the possible to display a readme like in GitHub. It will be displayed as a separate tab, as seen here: https://joomla.crowdin.com/cms#readme

There is no source file, in the repository You can see the text via the link, but to be complete, the following is used.

The language coordinators will then proofread the suggestions and approve/reject them. The language packs generated by Crowdin can be downloaded in the translation overview and should be able to be installed in the Joomla! Extension Manager.

No.... If you don't know what to write, don't have ideas, suggestions or otherwise. Don't try to force yourself to write something. There are much easier things to do in the joomla community. https://www.joomla.org/contribute-to-joomla.html
