[Suggestion] - Write a readme on Crowdin Project #293

The Crowdin Enterprise system has the possible to display a readme like in GitHub. It will be displayed as a separate tab, as seen here: https://joomla.crowdin.com/cms#readme

There is no source file, in the repository You can see the text via the link, but to be complete, the following is used.

Joomla! is an Open Source Content Management System (CMS), which enables you to build Web sites and powerful online applications.

A list of the available language packs can be found at <a href="https://downloads.joomla.org/language-packs/translations-joomla4" target="_blank" rel="noreferrer nofollow">https://downloads.joomla.org/language-packs/translations-joomla4</a>

This project is set up so anyone can contribute by suggesting translations and voting on existing suggestions.
The language coordinators will then proofread the suggestions and approve/reject them.
The generated language packs will only contain approved translations to ensure a high quality of the translations.
The language packs generated by Crowdin can be downloaded in the translation overview and should be able to be installed in the Joomla! Extension Manager.

I restructured the repository and created the empty file. https://github.com/joomla/downloads.joomla.org/blob/master/crowdin-readme.md

Now this file can be used to write the Readme part related to the Downloads site.

I have to write readme same as this https://joomla.crowdin.com/cms#readme

No.... If you don't know what to write, don't have ideas, suggestions or otherwise. Don't try to force yourself to write something. There are much easier things to do in the joomla community. https://www.joomla.org/contribute-to-joomla.html
