Sample Data #11

Create a sample data set that can be loaded into an installation to help possible contributors clone an instance of the site and have a usable platform.

After #15 this is "good enough". To seed the database with most data one just needs to run the CLI commands to import the packages.yml file data and the releases from Packagist. Only thing missing would be unit test report metrics.
