Integrate Contributing Page Into Navigation #7

The contributing page was created to link from GitHub's CONTRIBUTING.md to manage this in one spot. It isn't integrated into the site in any other way. Make it visible.

This is actually in the resources section on the homepage's footer. Good enough for now, eventually the site will need retheming and a better navigation structure to expand from its original design as a single landing page.
