PR #44456 plus temporary fix for com_contact router tests.

The PostgreSQL system tests will still be failing with this PR. For fixing that it will need the CMS PR https://github.com/joomla/joomla-cms/pull/44459 .

Temporary fix proposed to the upmerge PR. The PostgreSQL system tests will still be failing. For fixing that it will need PR #44459 .
