@brianteeman any suggestion which level we should use? A new or a Default
value?
Well the problem is that we cant currently target the mass mail functionality separately to the rest of the users component. I am not bothered in how it is achieved just that it is possible
@brianteeman do you think that it is a good solution to add an option "Mass Mailer Enabled" Yes/No button to the System -> Global Configuration -> Server -> Mail Settings menu? If you think that this is a good solution we'll implement it.

There is no way as far as I can see to disable Mass Email. The only ACL I can see is for the entire Users component
