Changing New Image returns to New static to allowing class extending #364

If you extend the Image class, and using Crop will return an instance of Image class, and not your extended class

We aren't actively using this repo for development on the Framework anymore. Would you mind sending your change over to https://github.com/joomla-framework/image so we can get it merged in?
