Create a new top level menu to manage plugins. #21

I have a little sugestion or idea based in some cases that I had encounter. First of all I’m not sure if it can be implemented right because of the shot time we have but I can help us to solve this “Plugin Conundrum” in the future.

When of the common questions that my clients always ask me is where can they find a plugin they install?.

People expect to see a link to the plugin in the dashboard or in the menu and some developers have solved this by creating a “fake component” that links to the plugin or a filtered page plugin page.

Based of this I’m thinking to create a top level menu simply call Plugins that will display a submenu that will include a list of third party plugins, clicking on the buttons will send you to a filtered version that will show only the plugin related to your selection.

Hey, I am new to open source programming, and I can do this work (ill try). but someone say me the approach to this'll try.

@kat0016-k thank you very much for your interest in contributing to Joomla and accessibility. You see that this is a issue from 2017. The whole backend has changed since then and I think we can close that.
