Number not recognized as plausible in Zambia #200

On of our users insists this is a valid number for Zambia: '+260760806230'

Does the gem rule need to be updated?

Hi! Do you still have this issue? Please check if you have the latest https://github.com/floere/phony gem installed with phony_rails.
