UHR fails to open with python error after installing v2.9.4 on Win 10 #1030

Expected Behavior

After installing v2.9.4, I expected the installer the finish and to be able to immediately launch the application.

Actual Behavior

An error box appears (pictured below) and the application does not launch.

Steps To Reproduce

Install the latest v2.9.4
Launch URH via start menu.
See error

OS: Windows 10 Pro
URH version: 2.9.4
Python version: 3.10.4
Installed via the windows x64 installer from releases page.

Update: When I installed 2.9.4, I installed it over 2.9.3 which was previously installed. As part of additional testing, I completely uninstalled Universal Radio Hacker, and also deleted the folder under C:\Programs Files\Universal Radio Hacker for good measure, and then re-installed. After the fresh install, the application came up as expected.
