What steps will reproduce the problem?
1.try to execute the file by double clicking it in windows XP sp3.
2.

What is the expected output? What do you see instead?
--the executable namebench file should have executed and started the 
program

What version of the product are you using? On what operating system?
--namebench-1.0.3.exe

Please provide any additional information below.
after double clicking, it starts to extract files, progress bar shows 
progress till around 99% and then it flashes the error: namebench could not 
be executed.

Extracting manually and executing namebench.exe generates the error message:

This application has failed to start becaues the application configuration is
incorrect.  Reinstalling the application may fix this problem.

This could be because the application doesn't support manual extraction, but I
figured I'd add this info in case it's relevant to this bug.

Looks like this is related to issue 37, it just looks a little differently now 
due to the 
new packaging methods. Please install the following library from Microsoft:
