PEP517 Support #2056

Mostly just dropping this here for future travelers.

fpm currently directly calls setup.py directly. This has been deprecated for... some time.

Current best practices are PEP517, possibly through a frontend like build or bork.

1982 aims to address this.

This has also been previously raised under #1987 and #1873, however your title more accurately reflects the issue that should be addressed 😄 linking those for visibility.
