Add habitat metadata #22

All of the habitat metadata! Mostly copied from mntoha. It does include recent changes to ice_on_date, ice_off_date, and open_water_duration as added via https://github.com/USGS-R/mntoha-data-release/pull/46.

~Is there a larger-cites needed for this release like mntoha has?~ already asked this question in #20 and don't need

This closes #20. Once it & #24 are merged, @lindsayplatt can complete the last step in #23.
