Can you try to use the IP + 1? In some cases (depending on the configuration) it seems that it doesn't work with the IP of the box, but then it usually works with the IP + 1.
So for example, instead of using 192.168.1.123 you should try 192.168.1.124

do you had problems to install horizon app?
No, the box itself does not respond on any command sent.

I added the ZIGGO HORIZON APP and configured the IP address. The same IP address as I can use to access the GUI of the box. What ever I try, the box does not repsond to ON/OFF or channel settings.
