Class Tuning changes (After server maintenance)

• Chrono Loop and Time Stop reduced to a 45s CD (Evoker)
• Intimidating Shout CD to 75s CD (Warrior's Battlefield Commander talent)

I've also made some changes with removing certain important spells from their parent IDs. If there is a better way for continuing to keep some of these spells as a child, please let me know. I originally copied what I believed was the format before I started submitting pull requests and tried a couple other ways but they don't seem to work. The spells will show and track on Omnibar, but the correct cooldown will not display even with "duration=x" in the child ID.

• Crusade, Sentinel, and Avenging Crusader (Paladin) all trackable spells individually
• Divine Protection for Holy and Retribution Paladins are individual spells
• Changed the parent ID for Incarnation: Chosen of Elune and Celestial Alignment to the Orbital Strike versions (2 minute CD) (Balance Druid)
• Blink and Shimmer are individual spells (Mage)
• Smoke Bomb for Subtlety is now separate from Assassination and Outlaw (Rogue)
