Prepare a timeout flow for inactive participants #127

This is the scenario: a participant joins an ocean, but then leaves/closes window, etc.

Later, other participants join the same ocean. The simulation starts, but one of the fishers is 'dead'.

FISH should be smart enough to release the spot after a while. I am not sure what the logic for this should be...
