Upstart config for starting/stopping data-input.py on Ubuntu #42

The attached patch adds an Upstart configuration file for data-input.py.

If this file is copied to /etc/init/measureit.conf on Ubuntu, the data 
collector will automatically start on boot.

Note however that this depends on issue 41.
