Add notice about arrow2 being unmaintained to README #1606

Rationale

It is not clear from the README of this crate that it currently has no active maintainers and is thus unmaintained. This causes confusion (e.g. https://github.com/jorgecarleitao/arrow2/issues/1429#issuecomment-1894319551 and https://lists.apache.org/thread/184bg72yntrblo0cbnofmnzpx6m28thq)

Changes

In an effort to clarify for users / potential users the current maintenance status of this crate, add a note to the main README with a link to the github discussion on https://github.com/jorgecarleitao/arrow2/issues/1429)

I plan to merge in one week, Jan 29 2024 unless there are other comments

Given no comments, I think this statement stands. We can always update the readme again if the situation changes
