GHA: github release workflow #457

A new GHA workflow that publishes gitlint when new gitlint releases are created on github.

Coverage: 99.662%. Remained the same when pulling eec2e4af43222770a12619eda1e2f4f19c9ec95c on gha-on-release-trigger into 09a6f0ba79d0fc1e8aab96529bdc03c24c4a24b3 on main.

Workflows must be present on the default branch (main) to be tested/triggered. Merging this, additional commits might follow to make fixes and enhancements.
