Program won't restart after closing on Windows 8. #609

Boot up.

Run OHM 0.6 as admin - opens fine and displays the widget.

Exit OHM

Attempt to run again.  This time, a dark grey box appears in the tray for about 
1 second and disappears.  Nothing shown on screen or taskbar after that, 
however OHM shows up in the task manager.  

Killing and restarting the task in task manager has no effect.

This behavior appears (medium confidence) to have started after a recent (July 
2014) windows update.

Further testing revealed that one of the USB ports was in a bad state (NOT 
STARTED).  Once I forced the port to restart, open-hardware-monitor (previously 
started, but not displaying anything) suddenly popped up and worked correctly.
