Addresses issue #12

TO-DO list

[x] training dataset folder setup
[ ] language namespace
- [x] seeding seed.ts upsert util
- [x] hono app -> upstash query
- [x] hono api interface
- [x] frontend app fetching paramter
- [x] frontend app ui (Partial - no multi select)

Notes

initial commits break the frontend ux, since it doesn't know anything about the custom HONO_APP_URL or the language namespace.
A basic readme is in the works. Making a separate pr tho.
