Sonic Jam should also be packaged in a Dockerfile whose startup script is ubuntu-16.04-gce-launch.

I don't think Docker distribution is the way to go with Hive Jam. Each cell must be a singleton and so VM images are probably a better way to distribute the binary.

On second though, a Dockerfile would provide a consistent build experience.
