Remove NODE_OPTIONS=--openssl-legacy-provider by upgrading babel-loader #433

Since the error:0308010C:digital envelope routines::unsupported message was coming from babel-loader according to the stack trace, it turns that that upgrading it is enough to make that go away, now that webpack is v5.
