Who develops the annual budget? The Executive Director, the IETFAdminOrg board, the IETF chair, or some combination? Perhaps it is the Treasurer of the IETFAdminOrg board in concert with all of those people?

Simplified this per the OA term sheet to say the LLC board needs to adopt a budget annually.
