Support for go1.11.4 #11

Hi Joseph,

Thank you for your work to provide with Go on Windows in portable mode.

Not exactly an issue, but curious whether you will provide an update to support the presently the most current version of Go 1.11.4

@sergeevabc haha love it, I don't have a Windows machine as a daily anymore so I wouldn't be able to do the proper building or testing

@josephspurrier, perhaps it’s for the better, because @golang betrayed the community. Recently they've rolled out version 1.21, which does not allow compiling code for Windows 7 users. I can’t imagine that, for example, the developers of C++ language would do such a terrible thing. Clearly, a segregation, not a progress.
