Map Push doesn't occur in prod #23

The full map push that gets sent out after sidekiq persists the tile changes in the database does not seem to be working in prod. The websocket channel never gets an update.

It does work locally.

I believe I found this issue and fixed it. This can be reopened if I'm wrong.
