Update cite rebracketing for numeric-comp changes #53

Again, this should probably only be merged when biblatex 3.15 with https://github.com/plk/biblatex/pull/963 is released.

Just a short heads-up: We are planning on releasing biblatex 3.15 shortly. Since the Biber binaries need to be built by binary contributors it may take a few days until the update hits CTAN.

Resolved the merge conflict and pushed a commit to avoid a warning.

Given that biblatex 3.15 is out now, I think this can be merged.

Question is if you want backwards compatibility. At the moment the new code won't have the desired effect for older versions of biblatex.
