[Staging] Upgrade Docusaurus from 3.4.0 to 3.5.1

Description

This PR is for staging the site for an upgrade Docusaurus from 3.4.0 to 3.5.1.

Some changes needed to be made because of changes in Docusaurus that broke functionality related to moving the tags from the bottom of pages to the top of pages.

Changes made

• Changed the version for Docusaurus from 3.4.0 to 3.5.1.
• Re-swizzled the BlogPostItem/Header, BlogPostItem/Footer, DocItemFooter, and DocVersionBadge components
  • Revised these components to fit the previous changes to make tags appear at the top of pages instead of in the footer.
