Launch installer when no config.php #11

Not too sure on this one, i originally had Indication set up to do that. But it exposes the installer if the user didn't remove it after the install completed

There are a lot pieces of software that do it this way, and don't require the installer to be removed. Also, the installer won't launch when a config.php is already present anyway.

Will pull this but can you resubmit with indent as soft tabs (4 spaces) to keep code continuity
