feat: add script to auto generate tag #201

I create a script to call an alias, the sh file, and then a php that do all the stuff. Actually it generate or update the CHANGELOG.md file, then create the tag and the commit. Tell how do you want to change the format file

Thanks for this but I'm not looking to add PHP to this project 👍
