Issue-17: Add tooltips to GUI

Description

• Add tooltip class to the project
• Create file with tooltip texts
• I was unsure what the tooltip should say for 'IMMEDIATE_WAVE_AROUND', added a placeholder text for now. Fixes #17

Having an issue running your most recent commit. Didn't want to start a new review if you weren't done, but just wanted to make you aware. constants.json is mispelled, but even after fixing it, the path in the code doesn't seem to be pointing to the right spot.

@joshjaysalazar Addressed the comments. The build was failing because I fat fingered the file name. Fixed it in the latest commit
