Unexpected behavior when dragging out a procedures_defnoreturn block by the "+" sign #160

When I drag a procedures_defnoreturn from the Procedures category in the Code 
app [http://blockly-share.appspot.com/static/apps/code/code.html?lang=en], the 
mutator box pops open for the new block.  I expected the block to just be 
placed on the workspace.
