Design nav whitespace animation #2

To add to the whitespace between the nav title and the buttons:

Figure out how to make an animation of a quil scribbling across that whitespace

I found a way to do this entirely with CSS and have a proof of concept. Will need a few things:

  1. Need a quill icon with or image with a transparent background
  2. Need an image with a transparent background and squiggles/runes OR a span with approperate font-family
  3. Fine tune animation for our page
