The help plausibly says that you can move cards within the private area when it isn't your turn but cannot move cards in the public area (including moving cards from private to public). This is the desired behavior but I suspect it isn't what is implemented. Ideally, I would fix the implementation but if that proves impractical, the help should be changed.
