Add notes about setting up new machine #9

Recently got a new spare laptop through work and it occurred to me I am not actually sure of the exact steps to take to set it up exactly how I like it.

Restraints:

Windows laptop (since that's what is standard at work FTM)

Bonus points to automate as much as possible, either through chezmoi scripts or other scripts to run before applying dotfiles

Top of list:

install WSL2
install latest Ubuntu LTS

install docker

(not easily scriptable, just point to https://docs.docker.com/desktop/install/windows-install/)

Note: After installing Ubuntu 22.04, i had to manually update it to WSL2
