Not useful first table of contents link

The first table of contents link is to the top of the page for the title of the ug. The group can consider removing this since it is the title and not part of the contents of the ug.

Reason for disagreement: I mildly disagree with the team because 1. the title is obviously not part of contents and 2. the table of contents is already on the same page as the title

I would say that this issue falls under "Documentation bugs" -> "Hinders the reader" because it is unnecessary. As such, I would revise the severity to veryLow instead.
