Log into ftp.nasdaqtrader.com anonymously. Look in the directory SymbolDirectory. You'll notice two files: nasdaqlisted.txt and otherlisted.txt.

This was based on this answer by @marascio on quant.SE. He also provided a link to documentation for the files.
