This PR allows all tube lines to be captured and exposed by this app, rather than only the Northern Line.

It creates a json file of TFL Tube Line objects (copied from api.tfl.gov)
It seeds the database with all lines present in that json file.
It polls the TFL api for all the lines, rather than just the northern line.
Exposes a /lines endpoint to allow other apps to get a list of all the lines
It adds tests for this new structure.
