Update electron-builder #370

Summary: While testing a build for Mac for work on #341 I was running into the following error: https://github.com/electron-userland/electron-builder/issues/3385

Upgrading to 20.31.3 seems to fix it. I'm not aware of the implications of such an update so I broke this out into a separate PR in case there's something I'm overlooking (it does build out the production app for me after this dependency bump).
