Dragging icon from cell palette onto the world doesn't work anymore. #171

What steps will reproduce the problem?
1. Open Window > Shortcuts
2. Drag one of the icons from the palette in world

What is the expected output? What do you see instead?
The cell that was dragged in should have been created in world.  But the cursor 
changed to the circle with line through it indicating not a valid drop target 
position and nothing happened when I released the mouse.

What version of the product are you using? On what operating system?
