Connected User timestamp should be localized #248

In the web UI, the connected user "Connected Since" time is not being shown in 
the correct time zone. For me on the east coast of the US, the time is 5 hours 
ahead of my local time. This time should be localized in the same time zone as 
the client computer viewing the web page.
