Placemarks can't contain international characters in their name #264

I tried system-wide placemarks containing international characters in
their name, attached as capabilities to objects.
Looks like snapshots do not write these objects on disk !?

I also tried encoding them but either they do not work or they are
displayed (through Placemarks menu) with the %... characters.

I'm using recent trunks, and it is on Win 7 server+client

Some pages need to change their encoding from mac-roman to UTF-8. 

Also, single encoding system needs to be adopted for saving data to the 
filesystem. This data includes usernames  and posters.
