Client Default Audio Setting on Server #266

From the "Clients Settings" menu from Server Admin we would like to be able to 
set the default audio quality.

This would enable you to minimise the bandwidth required for remote clients who 
have a poor internet connection.

We are seeing consistent bandwidth usage of 0.5Mbit in both directions with 5 
clients using the default sound settings.  This reduces to less than half when 
using lower quality settings.
