Please add an ability to create a service if one does not exist.

Hi @makamekm, thanks for the request. Since Rancher 2.0 is out and this plugin has essentially been replaced by several k8s plugins I'm not working on adding new features, however if you want to PR updates I'll definitely merge them in :)
