It's a known issue - https://github.community/t/push-from-action-does-not-trigger-subsequent-action/16854 option 1 - add a personal access token as a secret (not gonna happen) option 2 - change to cronjob doing pull requests instead of commits, this way a squash-commit merge will trigger the automatic release flow
