Adding Todo and Remark blocks #59

Currently the todo and remark blocks of doxygen are not rendered nicely.

This PR ads the necessary css for this in the spirit of the already present note blocks.

For now I have choosen colors that I personally think to look good, but let me know if this needs improvement.

Thanks for the contribution! I wonder how many more blocks are out there that need formatting? Maybe I should have a look at the doxygen docs at some point :P

Thanks for your PR. Merged it right away (: Happy to help. As far as I can see it in the doxygen docs these should now be all blocks but who knows (;

Are you satisfied with the used colors? I was not sure if you followed some guideline on how to convert between light-mode and dark-mode versions. For now i chose what I personally think looks good :P
