add maxid-tool #40

Hi

I use this tool to evaluate the maximum used id in a obf-file as a basis for the bittracker in my splitter. It can be useful for others, too.

The example directory is not the right place to add code just because it might be useful to someone. This could be part of some larger osmfile command line utility at some point.
