Move Common to netstandard and combine more stuff #177

[x] Convert all the projects to the new format
[x] Convert the common project to netstandard 2
[x] Move a bunch of stuff out of the target-specific projects into common
[x] Fix tests targeting core
[x] Fix tests targeting .net framework
[x] make the appveyor build pass again
