Open & close channels #38

We have a list of them, so it would be nice to be able to open new channels and close existing ones. This would also be a good opportunity to list recommended channels to connect to(?).

Potentially blocked on https://github.com/lightningnetwork/lnd/issues/2197

Thread in lnd says issue is fixed so this feature could be implemented.

@callmekurisu did you start tackling this one yet? Was going to take a crack at this one now that peers are in with #131, but if you've already got work towards it, I won't get started.

Edit: Didn't hear back from you, so I'm going to knock this one out!
